Joni obtained her Masters Degree in Rehabilitation Counseling from the University of Florida. She worked as a Vocational Rehabilitation counselor to the residential deaf high school students at the Florida School for the Deaf and Blind (FSDB).
While working at FSDB she attended the three month Orientation to Deafness program at the University of Tennessee. This intensive program provided vocational counselors with additional knowledge of facilitating career and community services for deaf adults.
In 1983 Joni transitioned to the then emerging industry of private rehabilitation.
She has had the pleasure of providing medical case management and vocational rehabilitation services to numerous individuals with physical restrictions. Her medical management experience made her eligible in 1993 become one of the first Certified Case Managers in the country.
Since 1996 she has been the sole proprietor of Liebel Case Management. She continues providing medical and vocational case management services to injured workers. In 2005 she became a Certified Life Care Planner (CLCP) through the Commission on Health Care Certification.
She continues to provide expert witness testimony for the plaintiff and the defense counsel.

Certified Case Manager (CCM) – Commission for Case Management Certification since 1993
Certified Disability Management Specialist (CDMS) – Certification of Disability Management Specialists since 1985.
